Three days of subsidised early learning, without the activity test

Since January 2026, eligible families can access at least 72 subsidised hours a fortnight regardless of work or study hours. For many Tweed Coast families, that changes the maths entirely.

What changed

The activity test is no longer the barrier

Under the old rules, the hours of subsidised care a family could access were tied to how much work, study or volunteering the parents did. Families with irregular or seasonal work, common on this coast, were regularly caught out.

The 3 Day Guarantee removes that hurdle for eligible families. Three days of early learning a week is now a baseline, not something you have to qualify for through activity hours.

For children, that consistency matters enormously. Three regular days is where friendships, routines and real progress start to take hold.

What is the 3 Day Guarantee?
From January 2026 the Australian Government replaced the CCS activity test with a guarantee of at least 72 subsidised hours per fortnight, around three days a week, for eligible families, regardless of how much work, study or volunteering they do.
Do I still need to do anything?
Yes. You still need a Child Care Subsidy claim in place through myGov and a confirmed enrolment with us. The change removes the activity test hurdle, not the claim itself.
Does it mean three days are free?
No. It means eligible families can access subsidy for at least three days of care each week. Your subsidy percentage still depends on your family income, and you pay the remaining gap fee.
Can I still book more than three days?
Absolutely. Families who need more days can book them, subject to availability, and higher activity levels can attract subsidy for more hours.
How do I know if I'm eligible?
Services Australia determines eligibility. Talk to us about the days you want and check your entitlement through your Centrelink online account.
